
Arya News - The government is building domestic time-distribution infrastructure using Indian institutions and approved timing sources, with a demonstration network already commissioned in Bengaluru.
NEW DELHI – India is moving to put its official systems on a common clock, with new rules establishing Indian Standard Time as the shared reference for legal, administrative, commercial and other official purposes across the country.
The Legal Metrology (Indian Standard Time) Rules, 2026, notified by the Department of Consumer Affairs on August 27, will take effect 180 days after their publication in the Official Gazette. The window gives government departments, businesses, and institutions time to modify systems and prepare for compliance.
The change has implications far beyond the clocks people use every day. Banking transactions, digital payments, telecom networks, railways, power systems, and government records depend on precise timestamps. A uniform reference is intended to bring greater consistency to those systems.
Why a common IST reference matters
Under the new framework, IST will serve as the common reference for official timekeeping.
In banking and digital payments, synchronised time can provide accurate timestamps for transactions. Transport networks, including railways and airports, depend on coordinated timing, while telecom and internet networks require reliable synchronisation.
Power networks, government and legal records, emergency operations, and other time-sensitive services are also among the areas covered by the broader push.
The framework forms part of the Centre’s “One Nation, One Time” initiative, which seeks to establish a secure and uniform system for distributing Indian Standard Time across the country.
NavIC enters India’s timekeeping push
The government is developing infrastructure through Indian institutions and Legal Metrology laboratories to distribute accurate IST.
The rules provide for the use of NavIC, India’s satellite navigation system, as well as other approved Indian timing sources.
Several systems currently depend on foreign satellite-based sources for timing. The planned domestic infrastructure is intended to offer another timing source for critical systems and reduce dependence on external infrastructure.
IST network tested for banking, telecom, and power
Some of the infrastructure is already being demonstrated.
A White Rabbit Technology-based IST Dissemination Demonstration Network was commissioned at the Regional Reference Standard Laboratory (RRSL) in Bengaluru in July 2026.
The system has demonstrated IST dissemination for banking, telecommunications, power, transportation, and digital governance.
Another demonstration connected RRSL Bengaluru with NSE Chennai for secure dissemination of Indian Standard Time. CSIR-NPL, ISRO, SEBI, NSE, and BSNL were among the organisations involved in the exercise.
Stakeholders now have the 180-day transition period to review their existing systems, make technical changes where required, and prepare for the rules to take effect.
