A lot will depend on the situation in the Middle East. Given the current global shortages of oil and refined products, particularly diesel, it is probably not in the US interest to impose these sanctions now.
Forcing India and China, the two largest buyers of Russian energy, to abandon Russian oil could further deepen the global supply crisis. Neither country can easily replace these volumes.
Why impose sanctions that no one will comply with? It would only undermine their credibility and dilute their impact.
