Arya News - According to a statement from the Ministry of National Defence, Lt Col Khamphet Fonglamay and Lt Col Singsavan Vongsouvanh arrived in Cambodia on the afternoon of July 23 to begin their assignments.

PHNOM PENH – Two military officers from Laos have joined the ASEAN Observer Team (AOT) in Cambodia, and will take part in monitoring the current ceasefire along the Cambodia-Thailand border.
According to a statement from the Ministry of National Defence, Lt Col Khamphet Fonglamay and Lt Col Singsavan Vongsouvanh arrived in Cambodia on the afternoon of July 23 to begin their assignments.
The two officers were welcomed by officials from the ministry’s Department of International Relations and the Country Liaison Group (CLG), which coordinates with the ASEAN observer mission.
The ministry said the officers would join the AOT, which is currently led by rotating ASEAN chair the Philippines.
“Cambodia continues to provide its full support and strengthen the role of the ASEAN Observer Team (AOT) in ensuring the implementation of the ceasefire between Cambodia and Thailand, in order to promote transparency, mutual confidence and the protection of civilians,” said a ministry statement.
It added that Cambodia welcomes friendly nations that contribute observers or otherwise support peace efforts.
The Cambodian government reiterated its commitment to fully, sincerely and responsibly implementing the Joint Statement of the Third Special Meeting of the Cambodia-Thailand General Border Committee (GBC) issued on December 27, 2025.
The ministry further reaffirmed Cambodia’s commitment to implementing the Joint Statement on the Cambodia-Thailand Peace Agreement of October 26, 2025, along with other relevant agreements, with the aim of restoring normalcy, peace and long-term stability as quickly as possible.
