Against this backdrop, China has been an active participant in international efforts on AI safety and governance and the development of related global rules.For example, as AI develops at an unprecedented pace, the 2026 World AI Conference (WAIC) & High-Level Meeting on Global AI Governance was a milestone event, championing the sound, safe, and orderly advancement of AI to serve global development and human well-being.Meanwhile, in contrast to the US approach of seeking to maintain its technological lead through restrictions, China"s growing open-source AI ecosystem is creating new opportunities for global innovation and cooperation. The country"s open-source large models have now recorded more than 10 billion cumulative downloads, continuing to open up greater opportunities for global AI innovation and cooperation.In a recent interview with CNBC, Hugging Face CEO Clément Delangue said China is winning the AI race with open-weight models and could catch up to US model makers as soon as this year.Fueling this revolution is the open collaboration and sharing ecosystem in China, while model makers in the US are "building in silos" and risk falling behind, he said.Just days before Amodei published his article, China"s Ministry of Commerce responded to US allegations that Chinese AI companies were engaging in so-called "distillation" of US models. Distillation is also one of the areas Amodei specifically called on the US to crack down on in his article.The US"s accusation that Chinese AI firms are engaging in industrial-scale distillation of US AI models is groundless in fact and without basis in law, China"s Ministry of Commerce (MOFCOM) said on Wednesday, stressing that the US move is politicizing and weaponizing distillation - a normal technical and commercial practice in the industry - and applying double standards in practice.Commenting on the US moves on China"s AI development, Xiang said effective AI governance should balance safety and development through dialogue, risk assessment, and multilateral coordination, rather than technological blockades or containment. As AI advances rapidly, communication and basic safety consensus among major AI powers will become increasingly important, the expert said.Liu also said China and the US can compete in AI, but safety rules should not be entirely zero-sum.
