PHNOM PENH – The Secretariat of the Commission for Combating Technology-enabled Scams (CCTC) has released further details of the casinos which have had their licenses revoked as part of the Kingdom’s ongoing attempts to stamp out online scam operations.
To date, the government has annulled the licences of 18 casinos and suspended those of nine others, pending further inquiries and investigations. The measures form part of a nationwide campaign which has eradicated online scam activities at more than 600 locations.
The operations were conducted in accordance with Royal Government Order No. 01 BB, dated July 14, 2025.
Senior Minister in Charge of Special Missions Chhay Sinarith, permanent CCTC vice-chair and head of the commission’s secretariat, provided details of the casinos that have had had their licenses struck.
The first of the 18 are KHM Paradise Tower Casino & Hotel, Eagle King Casino, Orchid Hotel & Rich Casino, Shang Hai Resort, Golden Galaxy Casino, Roxy Hotel & Casino, Golden Fortune Resorts World Casino, Casino Kchom and Jin Bei Group.
The list also includes Jin Bei, Casino Zhong Huawei Golden Sand International Entertainment, G.C. Casino, Da Jin Gang Casino & Hotel, Gang Dao, Casino Ying Huang, Jin Bei 4 Casino, Xin Hao Peak Casino and Jin Yu Man Tang Casino.
The CCTC secretariat noted that it is continuing to work closely with the Commercial Gambling Management Commission of Cambodia (CGMC), as well as judicial police, prosecutors’ offices, provincial and municipal courts, the Cambodia Financial Intelligence Unit and other authorities, to monitor casinos suspected of involvement in online scam activities.
This work includes measures to freeze and confiscate assets belonging to the owners of premises or shareholders of casino companies involved in online scam offences.
The statement did not provide details about the locations of the 27 casinos or the value of the assets that were subject to enforcement measures.
The Secretariat also called on the public, particularly international organisations, to cooperate with the government in its campaign to eradicate online scams.
It noted that when it receives information indicating that any premises, particularly a casino, may be secretly conducting online scam activities, it will work with the CGMC and relevant authorities to conduct thorough investigations.
The measures will be implemented in accordance with the Law on Combating Online Scams currently in force, the statement added.
